Residents whose property is located within a County urban district, such as Bethesda, Friendship Heights, Silver Spring or Wheaton, will see a charge on their property tax bill, entitled: Optional Method Development (OMD) or a Commercial District Fee (CDF). The fee is for special maintenance services from the Urban District staff, and the property is being assessed fees for these amenities.
Although the fee is not new, the County is changing the way property owners are billed for fees by specifically noting on a line item "Urban OMD Fee".
