General Information about Stormwater Management Best Management Practices (BMP) Maintenance

The Stormwater Management BMP (Best Management Practice) Inspection and Maintenance (SWIM) Program is responsible for inspecting and ensuring maintenance of all public and private stormwater management BMPs within Montgomery County. Maintenance can involve structural repairs and involve some construction, excavation and digging, and sediment removal. It is vital that the structures be maintained in working order so they function as intended, providing water quality protection and stormwater management for our neighborhoods, businesses, schools, government facilities and parks. Stormwater BMPs can become clogged by trash, debris, sediment and mud, or other pollutants. The BMPs themselves can develop structural cracks and leaks over time. The Stormwater Management BMP Maintenance and Inspection Program has an inspection section that routinely inspects all stormwater BMPs in the County every three years. The inspection is used to determine a BMP's condition and to identify its need for repair or maintenance. Maintenance also involves cleaning structures that are clogged by oil or other toxic materials. Some maintenance activities, such as non-structural trash removal, weeding and landscape maintenance, and maintenance of ESD (environmental site design SWM), is the responsibility of private property owners. Routine inspection and maintenance of stormwater BMPs are essential to keeping them functioning.

The DEP Stormwater Management BMP Inspection and Maintenance Program will investigate the complaint and contact the property owner if remediation is required for the stormwater BMP. For inquiries requiring the response of a DEP investigator, requestors will typically be contacted within 3 days although resolution of the issue may take longer depending on the circumstances of the case.
