How to Request an Absentee Ballot, Vote by Mail Application

Vote-by-Mail (or Absentee) Ballot Applications for voters residing in the United States may be downloaded from the State Board of Elections website by clicking on the link below "Request a Ballot" or via the Montgomery County (MC) BOE website. Online applications may be obtained and completed on a smartphone by texting word VOTE to 77788. The Montgomery County BOE will also mail, fax, or email an application. Applications may also be picked up at the BOE: 18753 Suite 210 North Frederick Avenue, Gaithersburg, MD. 20879. You may request one by the BOE IVR telephone line: 240-777-VOTE (8683), option for Vote-by-Mail (Absentee) Ballots (listen through all options). Vote by mail must be submitted for each successive Election Cycle unless the voter opts to be placed on the permanent Vote-by-Mail (Absentee) list.

For active-duty members of the Armed Forces, Merchant Marine, Public Health Service, NOAA, and their family members, or for United States citizens who are living outside the U.S. the Federal Post Card Application (FPCA) may be downloaded from the Federal Voting Assistance Program website. It also may be obtained from any U.S. Elections Office, at any Military base or through any American Embassy or U.S. Consulate office. Registered voters who last resided in Maryland prior to departing the U. S. may vote a ballot issued by their former Local Board of Elections office in Maryland.

Also, Vote-by-Mail (Absentee) Application gives voters an option to request a ballot for either the Primary or General Election or for both the Primary and General Elections.
