A Building Energy Performance Standard requires owners of existing buildings to meet energy or carbon reduction targets by actively improving the energy performance of their property. These targets can include reductions in energy, emissions, and/or energy demand. A number of jurisdictions in the U.S. have adopted a building performance standard (the District of Columbia, New York City, St. Louis, Denver, Boston, and the States of Maryland, Washington, and Colorado). In April 2022, Montgomery County adopted a performance standard for existing commercial and multifamily buildings 25,000 gross square feet and greater (Bill 16-21) that requires these buildings to meet long-term site energy use intensity targets.
