Amount of Allowable Landlord Rent Increase

At the present time the County is awaiting a rental stabilization law to be implemented. In Montgomery County only the incorporated City of Takoma Park has rent stabilization in place. See first link below for updates.

No rent increase (month-to-month, one-year or two year) can occur until 90 days after the landlord gives the tenant written notice of the increase. Landlords can increase a tenant's rent only once every 12 months.

The County Executive issues a voluntary rent guideline annually at the beginning of February. This year, 2024, the Voluntary Rent Guideline (VRG) is 2.6% (effective 3/1/24). While a landlord is not required to adhere to this guideline, it is strongly recommended that they do so to help keep rents at a reasonable rate.

The Office of Landlord Tenant Affairs (DHCA) handles landlord and tenant disputes involving most residential rental properties located in Montgomery County. However, DHCA does NOT have jurisdiction within the incorporated municipalities of the City of Gaithersburg (301.258.6340), City of Rockville (240.314.8300), City of Takoma Park (301.891.7119), Town of Garrett Park, and the Town of Laytonsville. Questions regarding properties within Garrett Park or Laytonsville should be referred to the local municipality.
