If refund is generated due to an overpayment, by resident (or mortgage company, or whoever made payment) a refund request form along with proof of payment needs to be submitted.  Note: The Property Tax Refund Claim Form is required to ensure the mailing address is correct and proper proof of payment is submitted. 
On the final determination of an appeal, any money paid by a taxpayer that exceeds the amount properly chargeable under the determination, shall be refunded at the same rate of interest that the taxes would have borne if the taxes were determined to be overdue (8%).
