The Office of Health Care Quality (OHCQ) is the agency within the Department of Health and Mental Hygiene charged with monitoring the quality of care in Maryland's health care and community residential programs (which are exempt from the Countys Departments of Housing and Community Affairs and Health and Human Services, due to the nature of the facility and/or due to ownership/jurisdictional issues).
