Requirement to Register a Relative or Owner Occupied Property with the Department of Housing and Community Affairs Licensing and Registration Office

Montgomery County Code Chapter 29 requires owners of residential (condominiums, townhouses, single family homes) and multifamily property be licensed before their property may be advertised for rent or rented to someone else.

As of March 2018, owners of relative or owner occupied rental properties must register annually with DHCA Licensing and Registration to affirm their continued exempt status from the County Code Chapter 29. If a property is occupied by a relative, please register the property online by using the L&R Online Network by clicking on the first link below. An AccessMCG account is needed to use the L&R Online Network. Make sure to check "Yes" to the question "Is Tenant Related to Owner?" and include their name and relationship to owner on the online application. At Step 4 , Application Fee, select Pay via Mail-In Payment to bypass paying online. Once the property's Relative Occupied status is verified, the rental license fee will not be required.

If the property is being rented, but not to a relative, please complete the steps to register your property by clicking on the first link below.
