Challengers, Watchers, and Observers at Elections

Maryland law permits certain individuals (called challengers, watchers or observers) to be present in voting areas during early voting and on election day to observe the opening, voting, and closing procedures conducted by Maryland's election judges. Additionally, any individual may designated to observe certain other election processes by certain entities (see Section 10-311 of the Election Law Article, pages 3 to 4), first link.

To become an accredited challenger and watcher, you must be a registered voter in Maryland. You must have a Challenger and Watcher Certificate when you are acting in the role of challenger and watcher. See Appendix A (page 14) which includes the Challenger and Watcher Certificate and the address of the Montgomery County Local Board of Elections, where the form must be submitted.

To begin the process of becoming a challenger, watcher, or observer you are encouraged to attend an election judge training class. By attending this class, you will understand the responsibilities of an election judge (also called poll workers) and what to expect during early voting and on election day.
