Generally, "Request for Proposal" contracts are negotiated with the highest ranked responsible vendor(s) and "Invitation for Bid" contracts are awarded to the lowest price, responsive and responsible vendor(s). However, each solicitation document will indicate detailed requirements for the Method of Award process.
