All employees are required to make health benefit changes on the Employee Self-Service Portal (ESS) for the 2024 Open Enrollment. Paper forms will only be available to those employees having a dependent aging out (turning 26 years old) from October 9, 2023, through December 31, 2023, or if an employee's eligible dependent was removed during the 2021 Bolton Dependent Recertification and would like to re-enroll them on Open Enrollment plans effective January 1, 2024. Employees experiencing either of these exceptions should submit a service request to obtain a paper enrollment form. All forms must be received by OHR by 5:00 PM EST on October 27, 2023. Forms can be submitted by secure fax: 240.777.5131 or mailed to the Office of Human Resources, 101 Monroe Street, 7th Floor, Rockville, MD 20850.
