Expedited Bill No. 31-25, enacted on December 9, 2025, by the Montgomery County Council, introduces new requirements for landlords regarding eviction notifications. The bill mandates that landlords must provide tenants with written notice at least 14 days before a scheduled eviction date, as determined by the Sheriff. This notice must be delivered via first-class mail with a certificate of mailing, posted on the front door of the leased premises with a date-stamped photograph, and sent electronically if the landlord has the tenant?s email or cellphone number. Additionally, the notice must include a URL established by the County?s Department offering eviction-related resources and information. Landlords are also required to send copies of the compliant notice to the Department via email to [email protected]. The Department must maintain records of these notices and immediately share them with the Department of Health and Human Services. Noncompliance, including failure to notify or providing false information, constitutes a Class A civil violation and may result in penalties, damages, attorney?s fees, and other remedies under state law. The bill took effect on December 15th and applies to evictions scheduled at least 14 days after its enactment.
