Buses are not required to wait until a passenger gets to the stop to board the bus. Passengers must be at the stop in view of the approaching driver BEFORE the bus arrives. The rider safety policy does not allow bus operators to stop the bus (55,000 pounds) a second time because it jeopardizes the safety of the passengers on board the bus as well.
