An attorney is not required although legal counsel may represent a party in a Human Rights proceeding. The Office of Human Rights is an independent agency empowered to investigate claims of alleged discrimination and worker protections. It operates under county policies, rules and procedures. Therefore, anyone can voluntarily choose to have legal or other representation, but it is not required. Discrimination issues should relate to employment, housing and/or real estate, services to the public, or racial and religious intimidation.
