The Department of Housing and Community Affairs (DHCA) will investigate reports of hoarding. Hoarding is defined as a person or persons living in a lot of clutter and refusal to throw away things that are not needed. Hoarding often creates extremely cramped living conditions with only narrow pathways winding through stacks of clutter. Countertops, sinks, stoves, desks, stairways, and all other surfaces are usually piled with stuff. It could also include clutter on the exterior of the home and/or overgrown property.
