Montgomery County has a Residential Stormwater Inspection and Maintenance program to work with property owners to assist with maintenance of existing stormwater management systems on private property. ESD Stormwater Management means environmental site designs and landscaping systems that mimic natural hydrology to reduce the volume of stormwater runoff. These are typically practices such as dry wells, rain gardens, micro-bioretention, and infiltration swales. There are over 9,600 ESD stormwater runoff management practices on residential lots across the County. These SWM practices are typically required as part of subdivision plans and the building permit approval process. The property owner is responsible for ongoing maintenance of these practices. Routine maintenance is critical to keep them working so they don't need to be replaced, and to ensure that they function properly and do not create on-lot or lot-to-lot drainage problems. DEP will conduct maintenance inspections to help trouble-shoot practices on private residential lots. A WQPC credit on annual property taxes is available for property owners who are maintaining their on-lot ESD practices.
