The bank that provides Montgomery County service for processing property tax bills has it's main processing facility in Philadelphia, Pa. This has been in place since 2014 when the bank through a competitive bidding process was approved and is currently under contract. Given the size and complexity of the County's banking requirements, there are a limited number of local banks with the technology and resources to appropriately manage the County's banking business. Since 2014 payments have been sent to their processing facility directly, resulting in property tax payments being more accurately, efficiently and cost effectively processed.
There are very few employees who deal with the electronic payments at the bank in Philadelphia. For those few payments that cannot be processed electronically, they are handled manually at the Finance office in Rockville. No Montgomery County employee positions were eliminated as a result of the change.
Since it's inception, this service for tax payments has been functioning in a very reliable manner.
