The annual Rental Facility Occupancy Survey includes single unit properties (single family homes, townhomes, and condos). Inquiries are addressed by the Department of Housing and Community Affairs (DHCA), Licensing and Registration Office (L&R).
The survey is required based upon Montgomery County Code 29-51, and says all landlords of rental housing units must participate in the survey, tracking vacancies; turnover rates; average rents; and amenities.
Facilities located within unincorporated areas as well as the municipalities of Rockville, Gaithersburg and Takoma Park are also required to participate.
To access the survey, landlords of multifamily properties must register with AccessMCG, then go to L&R Program to login in to your License Record. In License Record, complete ALL SECTIONS of the Rental Survey Tabs. NOTE: Paper copies of survey are available for single unit or multifamily properties by request.

Landlords of single unit properties: single family; townhomes and condos, will receive a unique link for each property, or they may go to the Licensing webpage to download a hardcopy of the survey (3rd link) to mail or email back to DHCA.
Landlords without internet access can go to a public library to complete the survey or utilize a computer in the DHCA reception area (office located at: 1401 Rockville Pike, 4th Floor, Rockville, 20852).
