All residential rental properties built before January 1, 1978 must meet State of Maryland Lead Poisoning Prevention Program requirements in order to be licensed, and must register annually with the Maryland Department of the Environment (MDE), and obtain a Registration/Tracking number. MDE requires a Lead Paint Certificate to indicate the rental property meets lead risk reduction requirements based on a physical inspection by MDE accredited inspectors. Landlords must provide Montgomery County Licensing and Registration (L&R) with the MDE Registration/Tracking Number and a copy of the Lead Paint Certificate. Property owners with Lead Free or Limited Lead-Free Certificates are not required to register annually with MDE but will need to provide L&R with a copy of the Lead Free or Limited Lead-Free Certificate.
Rental dwellings built between 1950-1977 with tenant(s) who moved in before January 1, 2015 do not need a Lead Inspection Certificate until new tenant(s) move in but will still need to register annually with MDE
