The Department of Housing and Community Affairs now accepts rental housing license applications on the Licensing and Registration Online Network (see URL 1). Applicants sign up for a free AccessMCG account (or sign into an existing account) and select the "Licensing and Registration" link to apply and pay the license fee.
Electronic Adobe .pdf versions of the rental facility license applications for single family, multi-family apartments and Class 3 Accessory Dwelling Unit are available at the DHCA website utilizing the provided links below (see URL 2).
