The Charter limits property tax increases. Under Section 305 of the Charter, the Council cannot increase the weighted tax rate on real property unless the entire Council approves of the increase. This requirement was approved by the voters of the County in 2020. This Charter limit doesn't apply to taxes raised solely to fund schools.
