Bill 50-15 was enacted by Montgomery County Council Legislation that transfers the Common Ownership Community (COC) Program to the Department of Housing and Community Affairs (DHCA) and provides COC residents and Board members with enhanced mediation, education, and outreach services. To provide these additional services, Executive Regulation 3-16 increases the COC Registration Fees from $3/unit to $5/unit, effective July 1, 2016.
