If a transfer, a PVL application may be picked up at the Taxi Regulation Office referenced below. The Director may periodically issue new taxi licenses to qualified applicants. The PVL issuance notification will be advertised in at least two (2) local papers for two consecutive weeks before the department will accept applications. Alternatively, a PVL may be purchased from a current owner with approval from the Taxicab Regulation office. Applicants that would like to sublicense a fleet passenger vehicle may pick up an application at one of the following cab companies (Action Taxi, Barwood Cab or Regency Cab). A completed application with driving record and a letter from an insurance company licensed to do business in Maryland certifying that the applicant will be able to acquire the required insurance must be submitted to the Taxicab Office, 101 Monroe Street, 5th Floor, Rockville, MD 20850.
