Employees must use the Employee Self-Service Benefits system to make Open Enrollment elections or changes. Alternative enrollment forms will only be provided to employees in the following situations: (1) You have a dependent aging out (turning 26 years old) between October 5 and December 31, 2026. (2) You had an eligible dependent removed during the 2021 Bolton Dependent Recertification and would like to re-enroll them during Open Enrollment. (3) You are trying to enroll a dependent who is also a County employee. (4) You cannot access ESS because you do not have internet access or an electronic device, such as a computer, smartphone, or tablet.
If any of these situations apply, you may use the 2027 Active Open Enrollment Election Form linked below. You can submit this fillable form online, or you can print it and fill it out as a paper form and then submit the form and any required dependent documentation via one of the following methods:

All forms and required documentation must be received by OHR by 5:00 PM on October 23, 2026.
