Rent Stabilization Bill with Department of Housing and Community Affairs

The Rent Stabilization Bill (Bill 15-23) was signed into law on Monday, July 24, 2023, by Montgomery County Executive Marc Elrich. However, at this point in time, the bill will not be enforced until Montgomery County Council passes Method (2) Regulations, which are currently being drafted by the Department of Housing and Community Affairs (DHCA) for Council's final review within the next three months. While it is recognized that many landlords and tenants are seeking clarity on the Bill and its applicability, DHCA wants to ensure the information provided is consistent with the final Method (2) Regulations. DHCA's Office of Landlord Tenant Affairs will therefore refrain from providing guidance on the Bill until regulations have been passed by Council. Once this happens, it will be communicated on the website, and educational materials to best guide landlords and tenants on the implementation will be forthcoming. Your patience is appreciated.
