The Annual Rental Housing Survey applies to both multifamily properties and single-unit rentals (including single-family homes, townhomes, and condos). Inquiries are addressed by the Department of Housing and Community Affairs (DHCA), Office of Rent Stabilization (ORS).
This survey is required under Montgomery County Code 29-51, which states that all landlords of rental housing units must participate. The survey collects information on vacancies, turnover rates, average rents, and available amenities.
Properties located within the incorporated municipalities of the City of Gaithersburg, the City of Rockville, the City of Takoma Park, and the towns of Barnesville and Laytonsville are not required to submit the survey.
Paper copies of the survey are available only for single-unit properties and upon request. Paper surveys are not available for multifamily properties. Landlords without internet access may complete the survey at any public library or utilize a computer at the DHCA reception area (office located at 1401 Rockville Pike, 4th Floor, Rockville, 20852).
