Assistance with Utility Disconnection - HHS

For electric utility assistance, please contact the Office of Home Energy Program (OHEP) first. The office is located at: 1301 Piccard Drive, 4th Floor, Rockville, 20850, and walk-in service is available, Monday through Friday, 8:30 AM to 4:30 PM. Select the knowledge base article for the topic: Apply for office of Home Energy Programs or check Status of New Application or Recertification and follow guidance within.

To pick up an application one can visit the office lobby (north side of building entrance). Completed applications and documentation may also be deposited at the drop box. The application lists the documentation needed. Be sure to submit copies only (not originals) and clearly mark them with applicant name and contact number. The office may request more documentation once an application is in process.

For assistance with gas bills or water bills (phone bills are not covered), or if an individual has been recently denied for utility assistance from OHEP or is not eligible, please visit one of the HHS Emergency Services offices at the Department of Health and Human Services, Services to Prevent or End Homelessness: 1301 Piccard Drive, 2nd Floor, Rockville, 20850; 8818 Georgia Avenue, Silver Spring, 20910; or 12900 Middlebrook Road, Germantown, 20874.
