It is the law for dog owners to pick up after their dog (Chapter 5 Animal Control. Section 5.203). Many homeowner associations try in different ways to encourage their residents to pick up after their dog, but continue to have dog waste left on the ground. Montgomery County Department of Environmental Protection has a pet waste station program to Homeowner Associations that currently do not have a pet waste management program.
