Panhandling is legal in Montgomery County unless the panhandler becomes aggressive or impedes traffic. Instances in which a panhandler becomes aggressive, acts in an intimidating manner, or impedes traffic should be reported to the Police by calling the non-emergency number at 301.279.8000.
