There is no code requiring air conditioning in a rental unit nor is there a required turn-on date for air conditioning in multi-family apartments. If air conditioning is provided, it must operate properly. See Section 26-9(a)(4) of Chapter 26, Housing and Building and Maintenance Standards on the attached link for the Code reference.
