Food Stamps or SNAP, provides monthly benefits to eligible households to supplement their food budget. Eligibility is based upon household size, income and assets. Generally, U.S. citizenship is a requirement of the program. Non-citizens with "qualified immigrant" status may also meet eligibility requirements. A signed application and interview is required in order to receive benefits which are issued via an Electronic Benefit System (EBT) card, to be used to purchase food in grocery stores and other approved locations
One can apply online at MyDHR (link below) or in person at the local office (based upon zip code). One may go into an office to pick up an application; or be mailed an application, and applications can be dropped off at the office, or mailed or faxed to the office. If one cannot come in person or apply online or fill out an application independently, an authorized representative may apply on behalf of an individual (individual must write a letter indicating such).

Time spent in the office to be served depends on customer volume, but application can be dropped off. An office representative will contact the person by mail or phone.
Although the normal application processing time is 30 days, if the required documentation is not provided within that time, the case may be processed after the pending documentation is received within 60 days from the date of the application. Under certain circumstances, one may receive expedited food supplements in 7 days (the office will screen the application to determine eligibility).
